Soil balance as of the end of 2004 <br />indicated soil volume in stockpile would allow for replacement of topsoil at an average <br />depth of 1.2 feet (14.4 inches) in the remaining mine area disturbances that still required <br />topsoil. SCC has agreed to provide more detailed soil replacement depth <br />documentation, including a table with individual soil depth sample results keyed to <br />a reclamation map with parcels delineated and identified by year seeded or <br />topsoiled in the 2005 ARR. No further information is requested for the 2004 ARR. <br />12. The Division had requested some clarification regarding soil balance information as it <br />applied to South Extension Area disturbances. The question was possibly not worded <br />clearly, as the response did not address the intent of the question. The South <br />Extension soil balance issue will be pursued in the context of PR•5, currently <br />under review, and in the review of the 2005 ARR. No further information is requested <br />for the 2004 ARR. <br />13. SCC has indicated that the 2005 ARR would document expansion of weed control efforts <br />into less accessible portions of the permit area. No further information is requested for the 2004 ARR. <br />Annual Wildlife Monitoring <br />15. The Division had noted that aerial big game surveys had been conducted in March of <br />2003 and 2004, rather than during the December through early February time frame for <br />the survey, and requested explanation. SCC responded that the reason for later than <br />normal flights was because of abnormally low snow cover earlier in the season, which <br />would have prevented accurate counts. The Division will contact the DOW, to see if <br />there is any concern with conducting the surveys during March if snow cover is <br />poor earlier in the season, and will advise the operator of their recommendation. <br />No further information is requested for the 2004 ARR. <br />Annual Revegetation Monitoring <br />16. Issues related to number, location, and management of shrub establishment areas in the <br />original permit area were addressed in the permit renewal adequacy review letter.
