a <br />2004 ARR REVIEW RESPONSE COMMENTS <br />Rule 2.04.13(11(al-(f) general reoorting requirements <br />1. The ARR reporting form acreages and associated acreage figures on page 2 of the <br />narrative section of the report were updated as requested to correct discrepancies. Item <br />Resolved. <br />2. Acreage discrepancies between map and table were eliminated. Separate maps were <br />provided for various activity/disturbance categories, which significantly improved the <br />clarity of the report. Item Resolved. <br />3. Grading map was amended and map acreage now corresponds to table acreage. Item <br />Resolved. <br />4. Topsoil Replacement map was amended and map acreage now corresponds to table <br />acreage. Item Resolved. <br />5. Seeding acreages and discrepancies between map and table were substantially clarified, <br />however one final change is requested to the table. The 2004 "Acres Seeded" category <br />on the reporting form table lists 246.1 acres. The table category is misleading; it should <br />be "Acres Seeded or Planted". Please submit an amended reporting form table, with <br />the 2004 "tree plot" 29.6 acres included in the total for the 2004 "Acres Seeded" <br />category (e.g. 275.7 acres). <br />6. Clarification and revised mapping was provided regarding the location and extent of the <br />various categories of mining and reclamation related land disturbance. Item Resolved. <br />7. Responses and amended report information addressed most of the questions we had <br />regarding planting and seeding information. We still are not clear as to whether mountain <br />big sagebrush was seeded along with herbaceous components of Seedmix 1. It was not <br />listed on the seed tag provided. Response to 7b indicates that several shrubs were <br />added by hand to Seedmix 1, but big sagebrush was not listed. Please clarify whether <br />mountain big sagebrush was seeded in the 2004 Seedmix #1 seeding areas. <br />Rule 2.04.13(2) additional monitoring information required by approved permit <br />6. SCC provided summary tabular and graphical information regarding topsoil replacement <br />thickness. Applicable average replacement depth is 1.3 feet (15.6 inches). Of 170 depth <br />samples, fewer than 4% indicated depth of less than 11 inches. 60% of the samples <br />indicated replacement depth of greater than 20 inches, and average replacement depth <br />was 23.1 inches. A potential concern raised by these data is that replacement of soil <br />significantly deeper than permit specified average replacement depth might result in a <br />2 <br />
