Reclamation Plan <br /> VALCO Page 2 <br /> 1 ) Prior to revegetation , the area should be banksloped so that no <br /> slope exceeds a 3 : 1 slope . Slopes flatter than 3 : 1 have increased <br /> seeding success . Slopes greater than 3 : 1 will need to have some type of <br /> --agronomy blanket applied after seeding to reduce erosion and increase <br /> seeding success . Roads and other similarly disturbed areas should be <br /> graded or reworked so as to blend into or approximate the surrounding <br /> landscape as closely as possible. Rough areas should be smoothed to <br /> permit easier seeding and mulching. -At least 18 inches of subsoil <br /> material should remain on-site prior to spreading the topsoil ( if any) . <br /> The subsoil material should not be over-compacted. Plant roots will <br /> not be able to grow in heavily compacted subsoils and compaction <br /> reduces the amount of crater available to the plant . Additional soil <br /> material , topsoil or subsoil , will increase the success of the seeding. <br /> When banksloping and shaping of the subsoil is complete , scarify the <br /> area to a depth of 6 inches to permit better bonding between the <br /> topsoil and the subsoil . After scarification , topsoil , if available , <br /> should be uniformly spread over the area. <br /> 2 ) The seedbed should be well settled and firm, but friable enough <br /> that seed can be placed at the recommended seeding depth. The ideal <br /> firmness is when a one-half inch boot print remains after walking <br /> across the soil surface . If the topsoil is over-compacted by traffic <br /> or equipment it should be tilled to break up root restricting layers , <br /> harrowed and then rolled or packed to prepare the required firm <br /> seedbed. <br /> 3 ) A soil test should be performed to determine the proper fertilizer <br /> requirement . In lieu of a soil test , fertilize the entire area with 40 <br /> pounds per acre each of available elemental nitrogen ( N ) and phosphoric <br /> acid (P205 ) . The fertilizer must be incorporated into the top 2 or 3 <br /> inches of soil using a disk or harrow implement . Fertilizer should be <br /> applied immediately prior to seeding, or at the time of seeding . <br />
