Building Permit Application for Demolition, Southdown, Inc. <br />Rowe Flats Mining and Reclamation Project <br />Page 3 of ]0 <br />The relocated County Road 47 and trail alignment must fall between the wetlands (on the <br />east) and the mine quarry (on the west), which leaves no room for the barn. This structure, <br />and its determination as not eligible for the National Register of Historic Places (NRHP) <br />was reviewed in the Special Use Permit process completed earlier this year (Mehls, 1990). <br />Historical Significance of Structures <br />Dr. Steven Mehls, Ph. D., Western Historical Studies, Inc. is the Dowe Flats project <br />historian. He has examined the haul road structures, as well as the barn in Dowe Flats and <br />recommends that these structures are neither historically significant nor eligible for the <br />NRHP. He has reviewed this demolition application and his memorandum is attached as <br />Appendix 1. The Colorado Office of Archaeology and Historic Preservation has <br />determined that the barn in Dowe Flats is not eligible for the NRHP, and is currently <br />reviewing Dr. Mehl's recommendation on the haul road structures. <br />Conclusions <br />Southdown, by means of the Cultural Resource Management Plan (CRMP) for the Dowe <br />Flats project, has developed a comprehensive management and protection program for all <br />significant geologic, prehistoric, and historic resources on more than 2,200 acres of <br />company land in the Dowe Flats area (Mehls, et al., 1994). Since the structures to be <br />demolished lack historical significance, this Building Permit application for demolition is <br />considered by the applicant as consistent with the Special Use Permit, Development <br />Agreement, CRMP policies and procedures, and commitments of record. <br />The current assemblage of structures is visually cluttered and presents a run down <br />appearance. By removing the structures, Southdown will have the opportunity to clean up <br />the area and have extra space for attractively landscaping the haul road entrance off of Ute <br />Highway and the conveyor overpass. Existing trees and shrubs will be salvaged to the <br />extent reasonably possible. <br />BIBLIOGRAPHY <br />Mehls, Steven F. 1990.
