Mr. Richard Mills - 2 - February 19, 1987
There does seem to he a more pronounced disparity when high concentrations are
observed. Six samples were run in both the laboratory and the field at site
27A and 1003 during the 3rd quarter of 1986 and laboratory values were more
reproducible. TDS/EC values (lab) average 0.71+0.04 whereas TDS/EC values
(field) average 0.64+0.20. As the Division is very concerned about regular
monitoring of the salinity at all Cyprus permit areas in Twentymile Park, the
Division requests that Yampa Valley Coal Company prepare a response which
addresses this issue within thirty days. This response should document in
de~ail the current sampling procedure for field electrical conductivity
me surements and propose modifications to ensure good salinity values for the
Di ision.
Th water quality of alluvial well 008-AW-3, immediately below the tipple
po d, showed statistically significant deterioration during the last year.
Le els of TDS and sulfate monitored during the 1986 water year were
su stantially higher than those recorded during the previous eighteen months.
Th AHR narrative attributes this phenomenon to the adjacent Mine 3 spoils.
Th Division tentatively accepts this analysis but is concerned about TDS
le els in the Fish Creek AVF downstream from the Tipple and the associated
im act to vegetation productivity. The Division will not insist on additional
mo itoring at this time for two reasons. One, the Mine 3 Spoils in this area
ha a been released from bond, and two, further impact from Cyprus properties
wi 1 not occur, in all probability, until the Fish Creek bore hole shaft is
co strutted.
Please call if you have any questions.
Si cerely,
~ ~ ~ ~~e~
Ca herine W.
