Bill Carter
Page 2
November 6, 1997
c. All required data for Springs 14-4 and 15-4. There is no data in the report
for these two sites; the requirement is quarterly flow and field parameters,
annual full suite.
d. Semi-annual water level data for Borehole B-3. The report says "bridged"
for the water level data, but the narrative says the well was dry.
BRL should provide either the missing data or an explanation for its omission.
2. Drillhole 600 has a tube, for obtaining water level data, installed to a depth of 1,040'. The
water level in the well has apparently dropped below the reach of the tube, so BRL has
not been able to report the water level. BRL should devise some other method for
obtaining water level data.
3. Drillhole 650 is reported to have collapsed. BRL should either replace [he well or
demonstrate that it is no longer needed to test the prediction of probable hydrologic
consequences and revise the monitoring plan accordingly,
Mine Inflow Re~rt
Inflow monitoring was in accordance with the approved plan. Seeps and intlow have been less
than 1 g.p.m. and of short duration, which is consistent with predictions.
1996 Subsidence Resort
Subsidence monitoring may not have been in accordance with the approved plan. The report
notes that Stations 94, 96, 97, and 98 (at the Gross-Rhode Ranch) were relocated, and reference
is made to a note from UTE which is located behind Tab 7. The only note found indicated that
the referenced stations were replaced by Stations 81, 82, and 83. ft is not clear which former
station each of the new stations replaced. I could not find any information as to who determined
the appropriateness of the new stations, and how that determination was made. Perhaps you have
more information on this. At any rate, the 1995 report commits BRL to monitoring Stations 94,
96, and 98, and it does not appear that these stations were monitored.
The 1995 report states that the Pitkin Mesa pipelitme will be monitored senmi-annually in seven
locations. The seven locations were surveyed in May and June. While semi-annually is detined
as occurring twice per year, and the monitoring was conducted twice during the year, i[ would
seem that the intent of the scheduling was for two nmonitoring events spaced evenly throughout
the year.
I noticed that BRL is monitoring Station 6 annually, and has scheduled the station again next
year. The report states that [here has not been any activity which might cause subsidence since
1983. This site might be a good candidate to drop until active mining resumes in this area.
