• deep well continues to have inflow when the shallow well has become dry has not been determined <br />Additionally, the water level in the bottom of the deep well stabilized at the 22l foot level, <br />suggesting that the inflow had become equalized with the outflow through the perforations located <br />at the bottom of the well. Since the original purpose of the deep well was to serve as a piezometer <br />monitoring well to detect the presence of a perched water zone within the fill, the presence of the <br />elevated water level rendered the well no longer effective for it's intended purpose. <br />During 1998, Minor Revisions 48 and 49 were approved by the Division to install an additional <br />piezometer well on the 6700' bench of the Fill. On October 13, 1999 the W6700 well was <br />completed into and through the underlying rock underdrain (TD of 108 feet). Water was encountered <br />corresponding to the rock underdrain which suggest that there is no development of a perched water <br />zone within the Fill. This well will now serve as the new piezometer well for monitoring purposes. <br />The older wells were left in place for possible monitoring, but no formal monitoring will be <br />conducted. <br />5. The Streeter Fill Inspection Reports provided in Exhi it 6 document there has been no <br />significant changes otherwise noted in the survey monuments or the piezometer well and no <br />formation of any springs or seeps. <br />In summary, the monitoring information suggests that the Fill continues to perform overall as <br />• designed. <br />B. Section 16 Fill <br />Requirement <br />During construction of the Section 16 Fill, the Division received copies of quarterly inspection <br />reports and Certifications for the Fill. The Division was notified in the fourth quarter, 1994 report <br />that "construction" of the Fill was completed and Colowyo was entering the "monitoring" phase of <br />the Fill. As such, the certified inspections, piezometer well testing and monitoring of the four survey <br />monuments were to be conducted quarterly and submitted only in Annual Reclamation Reports. In <br />1998 Technical Revision 44 was approved by the Division which reduced the montunent surveys <br />and certified inspections to once a year during the second calender quarter. All the reports have, <br />however, been available and were inspected by the Division during the quarterly complete <br />inspections. <br />Results <br />1. The 1998 survey information, certifications and piezometer well information is provided in <br />Exhibit 7. Section 16 Excess Spoil Fill.
