<br /> <br />1 <br />r <br /> <br /> <br />1 <br /> <br />1 <br />1 <br /> <br />1 <br /> <br />1 <br /> <br />1 <br /> <br />6 <br />(9) Projection of ground vibrations from the Dowe Flats <br />quarry operation. <br />(5) Development of a monitoring program. <br />The Montgomery School monitoring program, if the owner <br />allows access, has four components: <br />(1) Pre-blasting structural assessment to establish <br />baseline building condition <br />(2) Consultation with Boulder County and SHPO to establish <br />a mitigation program that preserves the architectural <br />fabric and character of the building <br />(3) Annual monitoring program <br />(9) Mitigation, if necessary. <br />Southdown is proposing a ground vibration compliance value <br />0.25 inches/second for the Montgomery School. This compliance <br />value is based upon review of existing vibrations near the <br />school, analysis of the historical structure, and literature <br />review of acceptable standards of ground vibration for historical <br />structures. After approximately five years, as mining at Dowe <br />Flats moves from south to north, ground vibrations at the <br />Montgomery School will be at or below levels associated with the <br />existing Lyons Quarry. For the life of the mine operation, a <br />monitoring and conservation program is proposed to assure that <br />the compliance level provides adequate protection for the <br />Montgomery School building. Further policies for any mitigation, <br />should it become necessary, will be included in the CRMP. <br />Southdown has been working with the U. S. Army Corps of <br />Engineers since 1967. In keeping with the SHPO request, the Tri- <br />Lakes Office was consulted on June 7, 1993. <br />Southdown has used the NHPA 106 framework as a process model <br />for project review, comment and mitigation. All reports meet <br />federal standards. Project review, SHPO, American Indian and <br />Boulder County consultation and other efforts meet the 106 <br />guidelines. <br />1 <br />
