Deschene, UT; the Ute Mountain Ute, Towaoc, CO; the Southern <br />Ute, Ignacio, CO; the Northern Arapaho, Ethete, WY; the Eastern <br />Shoshone, Ft. Washakie, WY; the Northern Cheyenne, Lame Deer, MT; <br />the Cheyenne-Arapaho of Oklahoma, Watonga, OK; the Kiowa Nation <br />of Oklahoma, Carnegie, OK; the Pine Ridge and Rosebud Lakota <br />Sioux, South Dakota; the Comanche of Oklahoma, Lawton, OK; and <br />the Pawnee Nation of Oklahoma, Pawnee, OK has begun. These <br />consultations include introductory meetings at tribal <br />reservations and an on-site visit to Dowe Flats by 95 tribal and <br />American Indian community representatives on October 1-2, 1993. <br />Consultations continue as tribal representatives complete a <br />cultural resources questionnaire (see Appendix I). Based upon <br />recommendations made at the on-site visit, Southdown will <br />continue the consultation process by means of a Dowe Flats <br />American Indian Advisory Council (DFAIAC) that will assist in <br />cultural resource management efforts. Based upon suggestions of <br />several tribal representatives, Southdown is reviewing <br />alternatives to establish a site for education and ceremonial <br />uses by American Indians. <br />Ethnographic and ethnohistoric literature review is <br />underway. However, Southdown assumed from the beginning of the <br />project that the lands of Dowe Flats and north-central Boulder <br />County were important to Indian peoples. That sense of <br />importance has guided archaeological and consultation efforts. <br />The monitoring plan for Montgomery School will be submitted <br />to Boulder County and SHPO. The evaluation in that document <br />includes: <br />(1) Baseline documentation of existing ground vibrations at <br />the site <br />(2) Literature review to identify applicable ground <br />vibration standards <br />(3) Development of recommended compliance standards <br /> <br />
