Work with twelve American Indian tribes, the Northern Ute, Ft. Deschene, UT; the Ute Mountain Ute, Towaoc, CO; the Southern Ute, Ignacio, CO; the Northern Arapaho, Ethete, WY; the Eastern Shoshone, Ft. Washakie, WY; the Northern Cheyenne, Lame Deer, MT; the Cheyenne-Arapaho of Oklahoma, Watonga, OK; the Kiowa Nation of Oklahoma, Carnegie, OK; the Pine Ridge and Rosebud Lakota Sioux, South Dakota; the Comanche of Oklahoma, Lawton, OK; and the Pawnee Nation of Oklahoma, Pawnee, OK has begun. These consultations include introductory meetings at tribal reservations and an on-site visit to Dowe Flats by 95 tribal and American Indian community representatives on October 1-2, 1993. Consultations continue as tribal representatives complete a cultural resources questionnaire (see Appendix I). Based upon recommendations made at the on-site visit, Southdown will continue the consultation process by means of a Dowe Flats American Indian Advisory Council (DFAIAC) that will assist in cultural resource management efforts. Based upon suggestions of several tribal representatives, Southdown is reviewing alternatives to establish a site for education and ceremonial uses by American Indians. Ethnographic and ethnohistoric literature review is underway. However, Southdown assumed from the beginning of the project that the lands of Dowe Flats and north-central Boulder County were important to Indian peoples. That sense of importance has guided archaeological and consultation efforts. The monitoring plan for Montgomery School will be submitted to Boulder County and SHPO. The evaluation in that document includes: (1) Baseline documentation of existing ground vibrations at the site (2) Literature review to identify applicable ground vibration standards (3) Development of recommended compliance standards
