'' <br />' 1 <br />Introduction <br />Southdown, Inc. will be developing a mine in the area known <br />as Dowe Flats, near Lyons, Colorado. The Colorado State Historic <br />Preservation Officer (SHPO) and Boulder County have requested <br />1 Southdown to develop a Cultural Resources Management Plan (CRMP) <br />that mimics the National Historic Preservation Act Section 106 <br />' process to manage the cultural resources for the life of the <br />' mine. Southdown has been working with Boulder County as the lead <br />agency for development and implementation of the CRMP. The <br />Colorado SHPO served as the referral agency. Consultation <br />between Southdown, Boulder County and SHPO continues. The <br />Boulder County permit referral period for public comment was June <br />13-August 13, 1993 and a public hearing has been scheduled for <br />November 18, 1993. The Colorado Mined Land Reclamation Board <br />review process has been initiated. Public comments have been <br />' sought by Southdown from a number of interested groups including <br />12 American Indian tribes, six state Indian Affairs Commissions, <br />members of the Denver metropolitan American Indian community, the <br />Boulder Museum of History, the Colorado Archaeological Society <br />and the Redstone (Lyons) Museum. <br />' The CRMP exceeds current practice in Boulder County and <br />reflects Southdown's sense of stewardship and commitment to <br />' manage and protect the cultural resources that are known or may <br />be discovered at Dowe Flats.
