Box 670 <br />Hayden, CO 81639 <br />Re: Seneca II-W Mine (Permit No. C-82-057) <br />2000 Annual Hydrology Report Review <br />Dear Mr. Jones: <br />The Division has reviewed Seneca Coal Company's (BCC's) 2000 Annual Hydrology Report <br />(AHR) for the Seneca II-W Mine. The frequency of data collection is in compliance with the <br />approved monitoring plan contained in the permit document. The report is well written and the <br />data are presented in a concise manner. <br />SCC adequately addressed the Division's comments on the 1999 AHR in a response letter dated <br />July 13, 2001. <br />The Division has the following comments concerning the 2000 AHR. <br />1. SCC has compiled a list of Surface Water Use Agricultural Standazds (Table 9) for <br />compazative analysis with surface water samples collected from the Seneca II-W Mine site. As <br />stated in the AHR, these standards aze composed primazily of Colorado Department of Public <br />Health and Environment (CDPHE) Regulation No. 31 standazds and other agency standards. <br />Some standazds listed in Regulation No. 31 do apply to the Seneca II-W Mine site. However, [he <br />stream classifications and water quality standazds that directly apply to the Seneca II-W Mine site <br />are given in CDPHE Regulation No. 33. Specifically, Stream Segment description 13d of the <br />Yampa River Basin should be used for determining compliance with water quality standazds. <br />Stream Segment description 13d is a new stream segment description that has been recently <br />added to Regulation No. 33. The Division recommends that for future AHRs, surface water <br />samples from the Seneca II-W Mine site be compared to the stream segment standazds provided <br />in CDPHE Regulation No. 33. <br />
