Coordinate and provide advice <br />on substantive and procedural legal issues in the <br />areas of environmental law, property law, mining <br />law, public land law, water resources, highways <br />matters, contracts, and the state personnel system. <br />Administer the budget. Coordinate section activi- <br />ties with office policies and procedures. Resolve <br />all staffing problems and fill vacancies. <br />August 1981 to Highways Unit Chief, Natural Resources Section. <br />July 1982 Supervised 5 attorneys and 1 paralegal. Coordi- <br />nated and provided legal advice on substantive <br />and procedural legal issues concerning condem- <br />nation, highway construction projects, access <br />control, highway beautification and the state <br />personnel system. Served as general counsel <br />for the department of highways and the state <br />highway commission which involved acting as <br />advisor for the executive director, partici- <br />pation in administrative hearings and pro- <br />ceedings, litigation, contract drafting and <br />review and general legal advice. <br />July 1980 to Environmental Unit Chief, Natural Resources Section. <br />August 1981 Supervised 7 attorneys. Coordinated and provided <br />advice on substantive and procedural legal issues <br />concerning environmental law (water quality, air <br />quality, solid and hazardous wastes, radiation, <br />mined land reclamation), property law, mining <br />law, public land law, contracts and the state <br />personnel system. Served as general counsel <br />for the State Board of Land Commissioners and <br />the Division and Board of Parks and Outdoor <br />Recreation which involved litigation, partici- <br />pation in administrative hearings and proceedings, <br />contract drafting and review and general legal <br />advice. <br />
