• survey frequency is proposed for reduction, monitoring for perched water conditions will <br />continue as currently permitted. The unlikely development of a perched water table within <br />the Fill could adversely effect Fill stability and Colowyo's commitment is to continue <br />monitoring for perched water for some additional time. <br />2. Piezometer Well -The piezometer well was established in late 1994. A water level had <br />~ initially been detected at the 60-foot depth which corresponds to the level at which the drill <br />penetrated consolidated material underlying the rock drain. We interpreted this water level <br />to be located at the interface of the bottom of the rock drain and the underlying strata. <br />Subsequent monitoring has shown the water level to remain consistently at the 58 to 59 foot <br />depth. The second quarter water level measurement obtained on June 25, 1997 showed a <br />depth to water of 54 feet. Subsequent testing on August 8, 1997 confirmed the water level <br />at 59 feet. The well was also hand bated and monitored for recharge rate. It was found that <br />the recharge of the water level was less than 2 gallons per hour. The monitoring data, thus, <br />suggests the lack of a perched water zone within the Fill itself. <br />3. Soring_s and SeeRs - No springs or seeps have been noted associated with the Fill. <br />In summary, the monitoring suggests that, during 1997, no significant changes have occurred in the Section <br />• 16 Fill and the structure remains stable. <br />C. WEST P[T FILL <br />Requirement <br />The West Pit Fill is presently underconstruction. All construction reports and quarterly Certifications <br />are to be forwarded to the Division until construction is completed. Seven survey monuments have <br />been installed and monitoring will be conducted quarterly. The piezometer well was installed on June <br />25, 1996 and the completion report forwarded to the Division. The piezometer well will be monitored <br />quarterly. <br />esults <br />Copies of the construction reports and certifications Found in Exhibit 8 indicate the construction of [he Fill <br />is proceeding according to the approved plan. <br />Survey Monuments -The survey information consists of four quarterly surveys of the seven <br />monuments accompanied with corresponding diagrams to provide an analysis of the results. <br />The surveys indicate the fill has settled from 0.69 feet to 2.63 feet with a corresponding lateral <br />movement range of 0.016 feet to 1.526 feet.
