well, the well should dewater and stabilize to its previous status. <br />• The plan going into 1998 is to continue to monitor both wells and, assuming our predictions <br />are accurate, wait for the perched water zone to completely dewater and wait for the north <br />well to return to its previous status. <br />5. The Streeter Fill Inspection Reports and other information provided in Exhibit 6 document <br />the changes in the survey monuments, the piezometer well and the lack of the formation of <br />any springs or seeps on the face of the fill. Various surface cracks in the topsoil resulting <br />from minor topsoil settling have previously been noted and monitored, but no evidence of <br />surficial slope failure or additional movement has been noted. <br />In summary, although there have been some changes that occurred with Streeter Fill in 1997 nothing suggests <br />a deficiency in the Fill to perform as designed. <br />B. SECTION 16 FILL <br />Requirement <br />Duringconswction ofthe Section 16 Fill, the Division received copies ofquarterly inspection reports <br />and Certifications for the Fill. The Division was notified in the fourth quarter, 1994 report that <br />• "construction" ofthe Fill was completed and Colowyo was entering the "monitoring" phase ofthe Fill. <br />As such, the certified inspections, piezometer well testing and monitoring of the four survey <br />monuments will be conducted quarterly and submitted only in Annual Reclamation Reports. All the <br />reports have, however, been available and were inspected by the Division during the quarterly <br />complete inspections. <br />e ults <br />The 1997 survey information, certifications and piezometer well information is provided in Exhibit <br />7. Section 16 Excess Spoil Fill. The location of the survey monuments and monitor well is shown <br />on the Exhibit 10 - 1997 Annual Report MaQ <br />Survev Monuments -The survey information consists of four quarterly surveys of the four <br />monuments accompanied with corresponding diagrams to provide an analysis of the results. <br />The surveys indicate the Fill has settled from .39 feet to 1.175 feet. with a corresponding <br />lateral movement of 0.316 feet to 0.51 I feet. The data suggests nothing more than the <br />anticipated amount of settling and consolidation of the Fill. <br />Recognizing that the survey data suggests that the Fill is expected to remain stable, TR-44 <br />was submitted to the Division to reduce the monument survey frequency from quarterly to <br />once per year, occurring during the second calender quarter only.
