SEDIMENT POND INSPECTION REPORTS AND SEDIMENT SURVEYS <br />• Requirement <br />"In order to clarify specific regulatory obligations regarding sediment pond certification and <br />maintenance ... ,the permittee has committed to: <br />A. Inspect the condition of all sediment pond embankments, spillways and dewatering devices <br />quarterly... <br />The information will be submitted to the Division in an annual report.." Excerpted in part from <br />Colowyo Findings and Proposed Decision to Approve Permit File No C-019-81, September 28, <br />1982. <br />Additionally, Technical Revision No. 26 approved March 18, 1994, states: <br />"Survey measurements of sediment accumulations will be conducted biannually for discharge points <br />003, 004, and 007 and any new sediment ponds and every third year for 001, 002, 005, and 006." <br />Excerpted from Colowyo Permit C-81-019. Page 4.05-6. <br />Response <br />The Sediment Pond Inspection Reports are found in Exhibit 3 which satisfies requirement A above. <br />The reports indicate the ponds are operating in accordance with certified and approved designs. All <br />embankments, spillways, and other outlet structures are in good operating condition. <br />• Streeter Pond -Due to corrosion the Streeter pond outlet pipe had developed a small leak and the pipe <br />was replaced in 1996. The new construction also developed a small leak (less than .25 gal/min). <br />During 1997 the inside slope of the enbankment received maintenance by adding additional material <br />to the toe of the slope. The leak located in the first joint of the new pipe was repaired by resealing. <br />Work Area Pond -The Work Area Pond was dredged and also received maintenance on the west side <br />ofthe impoundment. Maintenance included the addition of material to the top, and both the front and <br />back sides of the embankment. <br />Gulch APond - .The Gulch A pond was dredged of sediment. No additional repairs were necessary. <br />Washbay Sediment Sump -The washbay sediment sump was dredged of mud from the washbay. <br />Prospect Pond -The Prospect pond received inflow from a series of severe back-to-back rainstorms <br />in September. During one 24 hour period a storm greater than the 25 year/ 24hour storm event.(and <br />very nearly the 100 year event) inundated the pond. The water flowed over the emergency spillway <br />• and across the highway. The pond was dredged and repairs to the inlet, primary outlet and highway <br />
