,%
7) WFU states that the referenced drillhole was not plugged (at
the bottom?) because water leaking through the hole was of an
insignificant quantity and duration, and the hole became
inaccessible after longwall mining passed through. However,
Rule 4.07.3 requires that drillholes which are no longer
needed for their originally intended purpose must be properly
abandoned. For holes in which aquifers were not encountered,
surface seals may be adequate. Has the drillhole been
properly abandoned, or is it still being used for some
purpose? If no longer in use, the hole should be abandoned
immediately to protect people, livestock, wildlife, and the
hydrologic balance.
If you have any questions regarding this correspondence, please
call me at (303) 866-3567 X320.
Sincerely,
1
Barbara L.
