.i
Lift thickness, material consistencies and placement procedures appear to be in compliance
with Terra Matrix re-evaluated stability analysis. Expansion of the waste pile westerly has
continued to fill-in considerably.
Minor erosion channels were observed in several slopes on the active pile and
evidence of hay bales installed to check erosion on the steep slopes of the reclaimed pile
appear to have functioned well. The erosion channel along the north face of the reclaimed
pile that had been noted and flagged with orange flagging at the previous inspections has
not yet been repaired; recommend installation ofhay bale to eliminate fi~rther erosion.
Vegetation on the reclaimed face appeared to be in good condition, but dormant.
The very top of the active pile is being covered with soil in anticipation of being reclaimed
as well as a section on the northwesterly slope; the area westerly of the existing pile has
been expanded and the alternate fines and course material have begun to increase the size
of the pile considerably.
Information provided by EFCI estimated that 28,800 tons of refuse material has
been placed on two acres in the "newer" southwest section of the pile. Review and
discussion of compation testing and test results verified that compaction to minimum dry
density of 52 pcf on the fates material was being achieved. Compaction testing is
scheduled semi annually and the results from this quarterly inspection were reviewed. A
table of these tests and results is attached hereto.
A summary of my comments and recommendations for this quarterly inspection
include continuous monitoring of lift thickness and materials consistency and any erosion
damage, monitoring and recording of seeps, provide an updated estimate of the rate of
material deposition. The next quarterly inspection wilt require "proof rolling" compaction.
To the best of my knowledge, based upon my professional expertise, the
permanent coal refuse stockpile at the Southfield Mine is being constructed in
conformance ~a~ith the prudent state-of--the-art of earthen embankment construction.
I hereby certify, based upon my field observations and professional investigations,
as detailed here above, that the permanent coal refuse stockpile at Energy Fuel Coal,
Incorpora[ed's Southfield Mine, located in Fremont County, Colorado, is being
constructed and maintained in compliance with the approved refuse disposal plan of the
Colorado Mined Land Reclamation Division.
