19 <br />ACHP regulations, Protection of Historic and Cultural Properties <br />(36 ~$ 800) provided the procedures for compliance with Section <br />~~ 106. The ACHP's role is one of advice and consent to review the <br />actions of federal agencies when federal undertakings affect <br />National Register or eligible properties. The Council also <br />reviews plans to mitigate federally caused adverse impacts to <br />eligible properties through the consultation process. <br />Beyond the regulations offered in the previously discussed <br />manuals and regulations, the Keeper of the NRHP has offered <br />interpretations for implementing the legislation and regulations <br />through a series of Bulletins - NwB. These bulletins cover a <br />wide variety of topics and are organized by single subjects. Of <br />particular interest to the Dowe Flats Project are NRB 15, How to <br />F~pply The National Register Criteria for Evaluation; t~R 16A, <br />Guidelines for Compl ing National Register of Historic Places <br />For (with supplement); NRB 30, How to Identify, Evaluate. and <br />R~gi _r R rat Hi on Land aped; and Draft N~t~ 31, Survevina <br />and Evaluating Vernacular Architecture; NRB 38, Guidelines for <br />Evaluatino_and Documenting Traditional Cultural Properties. The <br />NRHP staff recently completed NAB 36 regarding historic <br />archaeology. Its pertinent concepts have been incorporated into <br />the Dowe Flats project. These NRBs act to flesh out the <br />comparatively vague language of the Code of Federal Regulations <br />and interpret the regulations for certain types of properties <br />through specific examples. <br />In addition to the resource management oriented legislation and <br />regulations, federal legislation also requires that American <br />Indian sacred and cultural values be considered in the cultural <br />resource planning process. NEPA mandates that American Indian <br />sacred areas be identified for potential adverse impact. NHPA <br />deals with identification of American Indian cultural resources. <br />The American Indian Religious Freedom Act of 1978 (AIRFA) (P.L. <br />95-391; 92 Stat. 969) provides for legalized status for sacred <br />places, animals, artifacts, and plants of American Indians.
