<br />impact could not be made, monitoring plans have been required and <br />are described below. <br />To address the contingency of inadvertent impacts on unknown <br />(subsurface) cultural resources, a detailed research design for <br />future studies is presented, including an assessment of the <br />potential for subsurface paleontological, archaeological, and <br />historic archaeological resources (Sections 9.0 and 5.0). <br />pevel_opment of General Procedures for Cultural Resource <br />Management <br />Specific plans for management, monitoring, and mitigation of <br />cultural resources have been developed (Section 6.0). Procedures <br />are established to address the inadvertent discovery and <br />disturbance of subsurface cultural resources, including human <br />remains (Sections 6.4 and 6.5). Curation agreement are proposed <br />in the event that significant cultural resources are discovered <br />during mine operations (Section B.0). <br />Regula ory Agency Consu~tat~ons and Public Review of Project <br />P n <br />Southdown has consulted with the SHPO and Boulder County in order <br />to develop appropriate monitoring and mitigation plans (Section <br />6.9 and 6.5). Southdown will continue to consult with these <br />agencies as necessary during the life of the mine operations in <br />Dowe Flats (Section 9.0). <br />Southdown also has invited thirteen American Indian nations to <br />participate in the consultation process, and established an <br />American Indian Advisory Council to facilitate ongoing <br />consultations (Section 6.9). <br />The State and County permits have received extensive public <br />notification and review.
