5 <br />Boulder County is the local governmental land use authority, and <br />Southdown has received a Special Use Permit, Site Specific <br />Development Plan, and Development Agreement from the Board of <br />County Commissioners (Permit Docket No. SU-93-14 and V-93-9). <br />No federal action or individual permit is required for the <br />Project. An Army Corps of Engineers Nationwide permit has been <br />issued for a bridge pier for the haul road crossing of St. Vrain <br />Creek. <br />Both the State of Colorado and Boulder County have conditioned <br />the above referenced permits upon a comprehensive plan for <br />management, by preservation and mitigation, for cultural <br />resources in the project area, including paleontological, <br />archaeological, and historic resources (Section 1.2). This <br />Cultural Resource Management Plan (CRMP) is submitted in <br />fulfillment of this requirement. <br />Steps taken by Southdown to develop this CRMP include: <br />1. field research for identification of cultural resources <br />2. evaluation of cultural resources for eligibility for the <br />National and State Registers of Historic places <br />3. determination of project impacts on eligible cultural <br />resource properties, and whether the impacts are adverse or <br />beneficial. <br />9, development of general procedures for cultural resource <br />management <br />5. regulatory agency consultations and public review of Project <br />Field Research for Identification of Cultural Resources <br />From 1989 through 1999 Southdown has authorized no less than 21 <br />cultural resource studies for the Project.
