Box 281304 <br />Lakewood, Colorado 80228-9304 <br />Re: 1993 Annual Hydrology and Reclamation Reports, Canadian Strip Mine, <br />C-S1-026 <br />Dear Mr. Corte: <br />I have reviewed the annual hydrology report (A}iR) and annual reclamation report (ARR) submitted <br />by the Canadian Strip Mine for water year and reclamation year 1993. These reports were <br />submitted fulfilling the requirements of Rule 4.05.13(4)(c) and 2.04.13 and satisfying the <br />commitments in the permit application. My review did not show any problems or variations from the <br />regulations or permit. Also, submitted with this package was "Canadian Strip Coal Mine <br />Reclamation Evaluation." The conclusion of this report is that the reference area is unsuitable and <br />that a new area should be selected. Steve Shuey, vegetation specialist with the Division, is currently <br />reviewing this proposal. <br />Annual Hydrology Report <br />I reviewed the 1993 AHR and past AHR reviews. The monitoring results are in line with Canadian's <br />statement of probable hydrologic consequence (PHC). The 1993 AHR contained the annual water <br />level measurement for well No. 7. Well 7 monitors water levels in the reclaimed spoils in the Pit <br />No. t area. This well is the only remaining monitoring well of the l5 wells that once made up the <br />monitoring program. The monitoring program has been reduced through technical revisions. The <br />Division is not concerned that there will be adverse groundwater quality effects caused by the <br />backfilled spoils. The spoils water sample analysis in past AHRs shows that the water is of better <br />quality with respect to T.D.S. than downgradient water samples <br />The following graph shows the annual water levels in well 7, compared with the percentage of <br />normal water year precipitation for the town of Walden. There appears to be some relationship <br />between annual precipitation and water level. However, water levels in the monitoring well have <br />risen steadily for the past 4 years when the precipitation has remained fairly constant. The AHR <br />hypothesized that the water levels are influenced by reclamation activities at the Kerr Coal Co. Marr <br />
