Previously Revegetated Areas
EFMC revegetated approximately 25.1 acres of the reclaimed mine site azea during the
spring and fall of 1995 following wmpletion of backfilling and grading operations. Limited
interseeding was conducted in 1996, 1999, 2000 and 2003. The color-coded perimeters of the
initial permanently seeded area, and subsequently interseeded areas, are shown on attached Figure
1, Mine Site.
Vegeaition Monitoring Information
EFMC contracted Mr. Kent Crofts with I.M.E. of Yampa, Colorado to monitor and
sample vegetation results at the site. The monitoring effort is the requirement for the first year of
the final two yeazs (year nine of the ten yeaz minimum liability period) of the Final Bond Release
Request. A copy of the resulting Vegetation Monitoring Report was submitted to the CDMG to
the attention of Mr. Kent Gorham, Reclamation Specialist. For ease of review, an additional copy
of the Vegetation Report is included with this submittal.
Noxious Weed Monitorine
The CDMG inspector noted a small patch of White-Top thistle directly south of the shop
facilities building. EFMC contacted Peak Project Management of Trinidad, Colorado to spray the
thistle with the approved noxious weed spray mix. EFMC plans to monitor the existing noxious
weed location as well as the entire reclaimed azea and will continue to mitigate noxious weed
establishment.
Grazing -Landowner Cattle
Due to anxieties expressed by the landowner, A.J. Iuppa, to graze his cattle on the
reclaimed site, EFMC submitted a request for approval of a grazing plan for the site. The criteria
for grazing was based on the results of the vegetation monitoring study and the recommendation of
I.M.E. Consulting. CDMG confirmed review of the proposed plan in a response dated 09-30-04.
A copy of the Proposed Grazing Plan and CDMG's response to the plan is enclosed with this
report.
In CDMG's inspection report dated Dec 8, 2004, it reports that Mr. Iuppa stated that he
started grazing his cattle on the reclaimed site on or about November 1" but then removed them
about November 25, 2004.However, EFMC witnessed the cattle enter and graze through the
reclaimed azea on December 14, 2004. At the close of the reporting period (December, 2004),
EFMC was uncertain of the actual grazing practice of the landowner but indications were that
grazing had occurred longer than was recommended in the submitted Grazing Plan.
3
