December 23, 1999 Page l9 <br />• edge of the lease boundary and the northern boundary of Section 15 (northern lease boundary). <br />The spring and seep locations will be determined by Global Positioning Satellite (GPS) and map <br />and compass methods, and will be field documented on a base map. Discharges will be measured <br />by direct measurement where sufficient flows exist, and by visual estimation where direct <br />measurement is not practical due to low flow or an obstructed source. A feature having a <br />discharge of less than l gpm will be designated a seep. A feature with a discharge of greater than <br />or equal to 1 gpm will be designated a spring. <br />The springs and seeps will be monitored on a twice per year basis (in the spring and fall of <br />each year), corresponding to high flow and low flow conditions, during the baseline monitoring <br />period and during commercial operations. During the baseline monitoring period, the flow rate <br />will be measured, and features having sufficient flow and access will be sampled for the water <br />quality parameters listed in WQ2 (Table 3). The water quality samples will be collected according <br />to procedures detailed in Appendix C. After the baseline period, only field parameters (pH, <br />temperature, and conductivity) will be collected. The occurrence of springs and seeps that were <br />• not documented in the baseline surveys will be documented during subsequent surveys and <br />measured for flow and quality. <br />3.4 Precipitation Monitoring-Piceance Site <br />A rain gauge will be located at the Yankee Gulch Lease site. The rain gauge will be <br />located clear of overhead obstruction. It will be monitored daily and the amount of precipitation <br />recorded monthly along with date, time, and other pertinent information. <br />3.5 Post-Mining Surface Water Monitoring <br />At such time as the Yankee Gulch Project may permanently cease commercial operations, <br />there may be a need for continued monitoring of the surface water system. In the event that the <br />project permanently ceases commercial operations, American Soda will continue to monitor the <br />surface water system as required.
