December 23, 1999 Page 2 <br />• The baseline characterization will be accomplished by water-level and water-quality monitoring in <br />a network of groundwater wells and surface water stations. The primary objective of groundwater <br />and surface water monitoring during the operations period is to determine if mining has affected <br />groundwater and/or surface water. If mining does affect groundwater and/or surface water, the <br />effects may be evaluated by comparing commercial operations monitoring data to baseline <br />monitoring data. <br />Groundwater and surface water data were collected during the operation of American <br />Soda's test mine, which commenced in 1997. The additional baseline monitoring period, as <br />defined by this Plan, commenced in July 1999. <br />The process monitoring section of this Plan was developed using knowledge gained during <br />monitoring of the test mine process. An ongoing process monitoring program has been in place at <br />the test mine facility since early 1997. Process monitoring for the first 5 years of commercial <br />operations is described in Section 4.0. Process monitoring will begin once commercial operations <br />commence. <br />• Subsequent monitoring plans applicable to the 5-30 year phase of commercial mining will <br />be developed prior to mining in those areas and will use this Water Monitoring Plan as an outline. <br />Monitoring requirements may be modified, as appropriate, in consultation with the regulatory <br />agencies. <br />i• <br />Agapito Associates, Inc. <br />d <br />
