December 23, 1999 <br />• American Soda, L.L.P. <br />Yankee Gulch Sodium Minerals Project <br />GROUNDWATER, SURFACE WATER, AND <br />PROCESS MONITORING PLAN FOR THE <br />YANKEE GULCH SODIUM MINERALS PROJECT <br />Page <br />I.O INTRODUCTION <br />This document is a comprehensive monitoring plan for the American Soda, L.L.P. <br />(American Soda) Yankee Gulch Sodium Minerals Project (Yankee Gulch Project). This <br />monitoring plan the "Groundwater, Surface Water, and Process Monitoring Plan (Water <br />Monitoring Plan) for the Yankee Gulch Sodium Minerals Project," was prepared in consultation <br />with the Bureau of Land Management (BLM), the Environmental Protection Agency (EPA), the <br />Colorado Division of Minerals and Geology (CDMG), the United States Geological Survey <br />(USGS), and Rio Blanco County. These agencies required the development of this plan to support <br />• their respective permitting actions and regulatory requirements. The permits that incorporate this <br />Water Monitoring Plan (or portions of the Plan) are listed below. <br />Agency Permit <br />BLM Commercial Mine Plan and EIS <br />EPA Class [II UIC Permit <br />CDMG 112 Reclamation Permit <br />Rio Blanco County Special Use Permit (SUP) <br />This Water Monitoring Plan includes groundwater and surface water monitoring for the <br />Piceance Site (solution well field and upper plant) and the Parachute Site (lower plant). It also <br />contains a process monitoring section for mining operations at the Piceance Site. <br />The groundwater and surface water monitoring programs in this Plan include two <br />monitoring periods: the baseline period and the first 5 years of commercial operations (operations <br />period). The objective of the baseline period is to establish recognizable trends in water quality, <br />such that any deviation from the established characteristics is recognizable. Established trends <br />will be developed over a 5-quarter period, prior to startup of commercial operations. The <br />• 5-quarter baseline period was initially developed in order to comply with CDMG requirements, <br />but was later adopted by the other agencies with jurisdiction over the Piceance Site operations. <br />Agapito Associates, Inc. <br />,a. > - - <br />
