grease content and/or other parameters that may be required by the
NPDES permit. TCC will measure the quantity and quality of any
discharge from the permit area in compliance with the NPDES permit.
The NPDES permit requires the preparation and implementation of a
Stormwater Management Plan. Such a plan has been developed and
implemented and a copy of the plan has been submitted to the
Division. The main purpose of the plan is to assure that run-off
from areas not subject to effluent limitations is subject to
alternative sediment control. The alternative sediment control
features assure run-off from the site does not contain excessive
amounts of sediment or coal fines.
The NPDES permit also requires the preparation of a spill
prevention control and countermeasure plan. The plan has been
developed and implemented. The main purpose of this plan is to
assure that oil or other hazardous materials are not discharged
into State waters. The plan includes the requirement to provide
containment for all oil spill sources on the property. A copy of
the plan is available for review at the mine office.
•
Surface water monitoring will also be performed at sampling points
SAE-1, SAE-2, SAE-3 and SAE-4 shown on Map 14. This monitoring is
required to confirm that surface run-off from Small Area Exemption
No. 1 meets applicable effluent limitations for downstream
receiving waters. See Exhibit 9 for further discussion regarding
this monitoring.
Following the cessation of the loadout facilities, TCC will
continue to monitor the surface water flow and quality until
determined that reclamation of the area has met the requirements
such that control of surface run-off is no longer required.
Structures and other devices necessary to control the quality and
quantity of surface water discharge will be removed when no longer
needed at the loadout site.
• 2.05 - 25
Rev. 10-13-95
