This source is subject to the process weight rate of Regulation Number 6, Part B., III., C. as <br />foibws: <br />For those pieces of equipment with process weight rate of 30 tons per hour or less, pounds per <br />hour emissions of total particulates shall not exceed 3.59'P°'°Z, where P =process weight rate <br />(tons per hour). <br />For those pieces Of equipment with process weight rate of more than 30 tons per hour, pounds <br />per hour emissions of total particulates shall not exceed 17.31'P° 18, where P = process weight <br />rate (tons per hour). <br />9. This source is subject to the New Source Performance Standards requirements of Regulation No. <br />6, Part A, Subpart Y, Standards of Performance for Coal Preparation Plants incuding, but not <br />limited to, the following: <br />a. Emissions shall be less than 20°h opacity. <br />In addition, the following requirements of Regulation Na. 6, Part A, Subpart A, General Provisons, <br />apply. <br />a. At all times, including periods of start-up, shutdown, and malfunction, the facility <br />and control equipment snarl, to the extent practicable, be maintained and <br />operated in a manner consistent with good air pGlution control practices for <br />minim¢ing emissions. Determination of whether or not acceptable operating and <br />maintenance procedures are being used will be based on information available to <br />~` the Division, which may include, but is not limited to, mondoring results, opacity <br />observations, review of operatng and maintenance procedures, and mspectien of <br />the source. (Reference: Regulation 6, Part A General Provisions from <br />AOCFR60.11 <br />b. No article, machine, equipment or process shag be used to conceal an emission <br />which would otherwise constitute a violation of an applicable standard. Such <br />concealment includes, but is not limited to, the use of gaseous diluents to achieve <br />compliance with an opacity standard or with a standard which is based on the <br />concentration of a pollutant in the gases disdiarged to the atmosphere. (§ 60.12) <br />a Written notification of txmstrtrction and initial startup dates shag be submitted to <br />the Division as required under §60.7. <br />d. Records bf startups, shutdowns, and malfunctions shall be maintained, as <br />required under §60.7. <br />10. Within one hundred and eghty days (180) aRer commencement of operation under the original <br />issuance of the Initial Approval of this permit, compliance with the conditions contained on this <br />pemat shall be demonstrated to the Division. It is the permittee's responsibility to self certify <br />compliance with the conditions.
