EXHIBIT E -RECLAMATION PLAN <br />Types of Reclamation <br />t The excavation area is presently an open drainageway of the Sand <br />Creek Basin and will remain an open drainageway after the operation is <br />' concluded, hence the reclamation plan must recognize this use as a <br />' primary one in formulating the features of the final layout. The site <br /> <br /> <br />1 <br /> <br /> <br />1 <br />1 <br />1 <br /> <br />1 <br /> <br /> <br /> <br />is known as an overflow range site containing primarily alluvial sand <br />which is droughty and unstable and not suitable for cultivation. As a <br />result the present annual vegetation production consists primarily of <br />invader species which are of Low value for soil protection or as forage <br />for Livestock. <br />Reclamation efforts will consist of reseeding both the excavation. <br />and washing plant areas with species which will improve the annual <br />production of the site and increase the potential plant community, and <br />of planting native cottonwood and willow trees along the north and south <br />flood plain area. Since excavation will be made below the present <br />perimeters of the excavation area above the elevation of the 100 year <br />existing groundwater level, a lake will exist in the lower reaches of <br />the excavation area. TopsoiLing and reseeding will be done on the <br />excavation slopes up to the water surface. <br />At the Locations where Coal Creek and Murphy Creek enter ttie <br />excavation area, permanent drop structures will be constructed in the <br />streambeds to handle surface flows which might occur periodically. <br />These structures will be designed to handle flows of the magnitude of <br />a 10 year flood, and will prevent erosion of the slopes from stream flows. <br /> <br />
