Slormn~eter Maneeement Plan 01/04/98 <br />2.10 Mulch <br />• Mulching will be conducted immediately following seeding operations. Straw mulch will <br />be spread evenly by hand or mechanical blower. When mulching slopes, application will <br />be initiated at the top of the slope, working down slope, where possible. Mulch will not <br />be spread when wind velocities would prohibit even material distribution. Straw Mulch <br />will not be musty, moldy, caked, or decayed and will be free of noxious weeds or noxious <br />weed seeds. It will be delivered in an air-dry condition. The majority of stems will be 10 <br />to 12 inches long or longer prior to application if the mulch is to be anchored by crimping. <br />Approximately 2 tons of mulch per acre will be applied to all areas to be mulched. <br />The hydromulch will be a natural, short fiber product, produced from clean, whole wood <br />chips or other fiber material with a pH greater than 3.5. The mulch will be delivered to <br />the site in standard manufacturer's packaging or manufactured on site. The material will <br />be dispersed m water forming a homogeneous slurry and be capable of remaining in <br />uniform suspension under agitation. A tackifying agent will be added to the slurry to <br />ensure mulch stability. The fiber, dye, and any tackifying agent used will be non-toxic to <br />plant and animal species. <br />The hydromulch will be applied after seeding and fertilizing. It will not be applied under <br />freezing conditions or over standing water. A hydromulch machine equipped with an <br />emulsion induction system will be used if available. Hydromulch will be applied at a rate <br />>=3,000 lbs/acre. <br />• 2.11 Railroad Track and Road Reclamation <br />When no longer required by the mine, the railroad loading loop, associated wye's and spur <br />tracks will continue to be utilized by the short line and tourist train operators on the <br />connecting tracks. The track from the southeast part of the permit area west of the bridge <br />across the Tallahassee Creek into the granite quarry will be reclaimed by removing the rail <br />and ties. The roadbed will be ripped, graded into surrounding topography and drainages <br />and receive 6" - 12" of topsoil, fertilizer, seed and mulch. <br />Upon road downsizing or abandonment, roads will be ripped and graded into surrounding <br />topography and drainages and receive 6" to l2" of topsoil, fertilizer, seed and mulch. <br />2.12 Reclamation Schedule <br />Grading may ordinarily occur during any month of the year. Re-soiling and re-vegetation <br />activities will be timed to coincide with a recognized planting season. The following table <br />depicts the preferred revegetation schedule which will be modified based on site and/or <br />climatic conditions effecting seed germination and growth at the time of reclamation. <br />Revegetation success will be evaluated at the end of the third growing season following <br />the last seeding or fertilization treatment. Success will be based on Rule 3 of the <br />"Construction Material Rules and Regulations". Revegetation will be considered <br />successful when it is at least equal in extent of cover to the natural vegetation of the <br />surrounding community as identified in Rule 3.1.10(1) <br />• <br />Pege 28 <br />
