All dischargers must comply with the lawful requirements of counties, drainage districts and other state or <br />local agencies regarding any discharges of stormaater to storm drain systems or other water courses under <br />their jurisdiction. <br />2. Stormwater Mana¢tnrmt Plan (SWMPt <br />A Stormwater Management Plea (SWMP) shall be dwaloped for eiicb facility covered by this section (Part I.C). The <br />SWMP shall be prepared in accordaax with good engineering practices. (The plan need not be completed by a <br />registered engineer.) <br />The phm shall identify potential sources of pollttion (including sediment) which may rraaonably be expected to affect <br />the quality of stormwater discharges associated with the mining activity. In addition, the plan shall describe and <br />enstue the implementation of best management practices (BMPe) which will be used to reduce the pollutants in <br />sWrmwater discharges associated with mining activity. <br />~n8 optratiom mast artily the completion of their SWMP and must implement the provisions of the <br />SWIVIP requited tender this part as a condition of this permit. Site Map <br />• The plan shall provide a site map or maps which indicate at a minimum: <br />- Mining site boundaries <br />- Accees sad haul roads <br />- Stormwater outfalls and an outline of the drainage area of each stotmwater outfall <br />- An estimate of the direction of flow <br />- Materials handling areas <br />- Each existing structural control measure to radux pollutants in stormwater runoff <br />- Areas uead for storage or disposal of overburden, materials, soils or wastes <br />- Areas used for mineral milling and Pr~n8 <br />- Springs, streams, wetlands and other eurfice waters <br />- Location of mine drainage or say other process water <br />- Boundary of tributary area that is subject to effltrent (imitations <br />- Date the map was prepared <br />b. Destaiption of Potential Pollutant Sotarrs/Mataial Lnentory <br />Tha plan shall provide a description of all potential sources (activities and materials) which may reasonably be <br />expected to add pollutants to stormwater discharges. Such sources may include haul roads, equipment storage <br />and maintenance areas, fuel storage areas, etc. <br />In each case when stormwater pollution potential exists, appropriate preventive m~ncur.~ must be taken and <br />documented. <br />o. Stormwater QuttGty Controic <br />. Each mining site covered by this permit shall develop a description of storrrrwater quality controls appropriate <br />for that site, and implement such controht. The appropriateness and priorities of controls in the plan shall <br />reflect identified potential sources of pollutants u the site. The description of stormweter quality controls shall <br />address the following minimum components, including a schedule for implementing such controls: <br />
