A.COVERAGE UNDER THIS PERMIT
1. Industries Covered
Under this general permit, the following typrs of facilities may be granted mthotirstion to discharge treated process-
generated wastewaters and/or stormwater runoff into waters of the state of Colorado:
Facilities engaged is the mining and processing of sand and gravel (including rock or stone used as aggregate), and
mining and quarrying of other nonmetallic minerals (except fuels or graphite), ae described by the Standard Industrial
Classification (SIC) Code 14, and asphalt and concrete batch plants located at facilities covered under SIC code 14.
a. Stormwata vs. Pracecs water. When stortttwater mixes with process water, the process water limitations
(Pert LB of the permit) apply to the discharge of that mixed water. Process waters from these facilities are
subject to effluent limitations under 40 CFR 436.
b. Process Water: For purposes of this permit, Process generated wastewaters include:
1) Product wash waters;
2) Maintmaace/equipmeat wash waters;
3) Transport waters;
4) Scrubber waters (crushers or classifiers);
• 5) Mine dewateriag (groundwater and/or runoff);
6) Other process water as determined by the permit issuing authority;
.n Stormwater runoff from mine or processing areas; and
8) Stormwater runoff which mixes with process gwerated wastewater prior to sampling.
o. Stormwater. The stormwater section (Part LC of the permit) is intended to cover stormwater runoff from
those portions of a aon,rwtott;c minerals production operation that are not subject to effluent limitations under
40 CFR 436.
2. Dred¢e and Fill Oaaations
This permit does not constitute authoriutioa under 33 U.S.C. 1344 (Sxtion 404 of the Clem Water Act) of my
stream dredging or filling operations.
3. Aooliratioa Reauiranmts
In order to be considered eligible for wthoriration to discharge under the terms and conditions of this permi[, the
owner, operator, mdlor authorized agent of my facility desiring to discharge must submit, by letter or hmd delivery,
the discharge application form, available from the Water Quality Control Division (the 'Division'), which generally
requires the following information:
• a. Name, address, and descriptive location of the facility;
b. Noma of principal is charge of operation of the facility;
