Please provide specific plans for protecting topsoil salvage piles from <br />wind and water erosion and excessive handling. We recommend placement <br />of the piles in areas located away from active or future working areas, <br />grading to 3:1 and less slopes, and revegetating the piles with a <br />temporary cover of grasses. An appropriate seed mixture could be <br />recommended by the S.C.S.. <br />2. On Page 6 you have stated that sufficient waste rock will be saved for <br />use in backfilling 40 foot high pit walls during reclamation. However, <br />on Page 5 you also stated that overburden and waste is minimal and is <br />used for construction of stockpile pads. In order to complete <br />reclamation for minimal cost, you should insure that sufficient waste <br />rock material is stored on-site to complete the necessary backfilling. <br />Please calculate the amount of material that will be needed for <br />backfilling all highwalls, and provide plans for maintaining this amount <br />of material at the site. <br />3. Please describe measures that will be taken to protect ground water if <br />water is encountered during mining or exploration activities. The staff <br />recommends that excavations should be maintained above the water table. <br />If ground water is encountered, that area should be backfilled to above <br />the water table with native materials, and excavations should thereafter <br />be kept above the water table eleva*_ion. <br />4. You have stated that a portable crusher may be installed at the site if <br />needed in the future. Please note that if you wish to install a crusher <br />at a future date, you will need local county approval and a Technical <br />Revision to this permit. At that time, please contact us for the proper <br />procedure. <br />5. Please provide evidence that blasting plans will not adversely affect <br />any off-site structures. Also, you should contact the Colorado Division <br />of Mines and/or local Mine Safety Health Administration (MSFiA) office <br />regarding blasting plans and quarry wall safety regulations. <br />6. Please provide plans for managing surface water so that <br />sediment-containing storm and snow runoff does not contaminate local <br />stream channels. The staff recommends creating upland diversions around <br />the disturbed areas, and/or building berms or small sediment ponds along <br />the downhill site of the disturbed areas to help settle the sediment out <br />of the water. <br />7. Please provide the names of all owners of record of the surface of the <br />affected area and of the land immediately adjacent to the affected area. <br />
