b. The map must show proposed topography of the area with contour lines of sufficient detail <br />to portray the direction and rate of slope of all reclaimed lands; and <br />c. Portrayal of the proposed final land use for each portion of the affected lands. <br />6.4.7 EXHIBIT G -Water Information <br />1. As described above, the Division has determined that there appeazs to be as many as five possible <br />water courses running into or through the proposed mine site. These al] appear to be ephemeral in <br />nature. Please provide a description of the existence, locations, nature, hydrology, and extend of <br />these water courses (Rule 6.4.7(2)(c). <br />2. Please provide a brief statement or plan showing how water from runoff from disturbed areas, <br />piled materials, and operating surfaces will be managed to protect against pollution of either <br />surface or groundwater both during and after the operation. If this proposed site is required to <br />obtain a stormwater permit, please ensure that the applicant's comments include any structures for <br />which reclamation would be required. The Mining and Reclamation Plans and maps may need to <br />be modified for consistency between the Stormwater Management Plan and Reclamation permit <br />Application (also see section 6.4.4 item 5). <br />3. According to the application, there will not be a need for any water to be used in the operation of <br />this proposed mine. In a letter to the Division from Crowley County, they state that dust control <br />will be required. Please confirm that there will not be a need for water for dust control or any <br />other measure. If water is needed for the mining or reclamation please prove an estimate of the <br />project water requirements including flow rates or annual volumes for the development, mining <br />and reclamation phases of the project, and what the source of this water will be (Rule 6.4.7(3). <br />4. According to Rule 6.4.7(5) "The Applicant shall affirmatively state that the Operator/Applicant <br />has acquired (or has applied for) a National Pollutant Discharge Elimination System (NPDES) <br />permit from the Water Quality Control Division at the Colorado Department of Health, if <br />necessary". The Division recommends that the Applicant consult with the Water Quality Control <br />Division to determine if a permit necessary, and if so the Applicant will need to state that <br />affirmatively. <br />5. Is the intercept trench or concrete lined ditch associated with a water right to capture ground or <br />surface water? If there is a right, will the mining operation potentially injure that right? If this is a <br />water rights issue please contact the Office of the State Engineer to determine if any additional <br />actions aze needed. <br />6.4.8 EXHIBIT H -Wildlife Information <br />This section is adequate as submitted. <br />6.4.9 EXHIBIT I -Soils Information <br />Only one soil description is included in the application, but after review of the soil map the <br />Applicant provided, at least four other soil types appear to be located in the proposed site. Please <br />include the other soil profiles. Critical information about the depth of topsoil salvaging and the <br />suitability of soil is included in the soil profiles. Review of these soil profiles may result in a <br />change to the amount of soil salvaged. <br />2. See comments in item 2 in section 6.4.5 about the soil test pit. <br />6.4.10 EXHIBIT J - Veeetation Information <br />1. The vegetation in the draws, and in at the base of the ridges appeaz to be somewhat different <br />than the vegetation along and on top of the ridges.
