• <br />iii iiiiiiiiiiiu iii <br />sss <br />Doc Date:12H1/2001 <br />PART 810 - PERMANENT PROGRAM PERFORMANCE STANDARDS -- GENERAL <br />PROVISIONS <br />Scope df the Section. <br />Part 810 establishes the minimum performance standards and design <br />requirements to be adopted and implemented for coal exploration and <br />surface coal mining and reclamation operations. <br />• <br />Section 810.2 Objective. <br />The objective of this Subchapter is to ensure that coal exploration and <br />surface coal mining and reclamation operations are conducted in manners <br />which are compatible with the environmental, social, and esthetic needs <br />of the Nation. Accordingly, the performance standards and design re- <br />quirements in this Subchapter will provide for-- <br />(a) Protection of the health, safety, and general welfare of mine <br />workers and the public; <br />Kerr Coal always has recognized that the health, safety, and gen- <br />eral welfare of its mine workers and the public is of paramount <br />importance. Accident prevention and efficient production are in- <br />separable. It ie the desire of Kerr Coal to provide all of its em- <br />ployees with a safe, productive and healthful environment in which <br />to work. <br />Kerr Coal maintains a Safety, Health, Education and Training De- <br />• <br />partment which provides the direction, training, education and <br />enforcement necessary to comply fully with the state and federal <br />safety laws. The staff of this Department consists of the Depart- <br />ment Manager and four Safety Engineers. The Company safety policy <br />and regulations for all surface miners are found in Exhibit 41, <br />Safety Policy and Regulations for Surface Mines. All employees, as <br />810-1 <br />
