<br /> <br /> <br />1 <br /> <br /> <br /> <br /> <br /> <br /> <br />1 <br />1 ~~- ~~'° <br />~~ <br />I' ~ ~~ <br /> <br /> <br />1 <br /> <br /> <br />1 <br /> <br />EXHIBIT E (Cont'd) <br />All refuse will be disposed of by either hauling it <br />away or by burying it in the backfill areas so that unsight- <br />liness and deleterious effects will be controlled. <br />In those areas where revegetation is part of the reclama- <br />tion plan, land will be revegetated in such a way as to estab- <br />lish a diverse, effective, and long-lasting vegetative cover <br />that is capable of self-regeneration and is at least equal in <br />extent of cover to the natural vegetation of the surrounding <br />area. Refer to Revegetation Program later in this report for <br />details. <br />Overburden and soil removal and storage are discussed in <br />Exhibit D. The non-soil overburden stored for each stage of <br />mining will be returned to the mined area when the reclamation <br />phase starts. It will be used as backfill and slope fill <br />material. Soils will be used to cover areas to be revegetated <br />to a depth of four to six inches as long as the material lasts. <br />The operator's intention is to minimize disturbances to <br />the prevailing hydrologic balance of the affected land and <br />of the surrounding area and to the quality and quantity of <br />\ water in surface and ground water systems during and after <br />reclamation~A7Ph4 believes it is in compliance with federal <br />and state laws and regulations governing water and water rights. <br />There is no application of the river dredge law or siltation <br />structure removal requirement <br />See Exhibit G for more details <br />on water. <br />Area outside the perimeter of the affected land will not <br />be affected in any foreseeable way by slides, runoff or other <br />functions of the mining and reclamation operations. <br />18 <br />
