But, <br />because the two sources are commingled, limitations must be effective for the <br />total combined discharge (except for flow). All limited parameters will be <br />monitored at the final outfall, with the exception of flow, which shall also <br />be monitored at the WWTF outflow. (See Discussion, Paragraph C.) <br />
