As we discussed at the inspection, a fence will be located up <br />hill from the working face to isolate the mining area. It <br />will extend east to west across the site and be tied into the <br />perimeter fences so no livestock can enter the mine. Ini- <br />tially it will not enclose the entire permit area so the <br />landowners can continue to use the unmined area for grazing. <br />The fence will be moved as mining progresses until eventually <br />it encloses the entire site. <br />6. The ditch is intended to keep the minor storm event water from <br />entering the mine. The basin that would collect storm water <br />on the site covers 44.0 acres t and is entirely on the mined <br />area. In the case of a 100 year event the runoff would have <br />to be retained on site and treated before it could be dis- <br />charged. we estimate that this would amount to an accumula- <br />tion of 1.76 of-ft of water that could potentially enter the <br />mined area from the upgradient drainage basin. The pond shown <br />on the map addressed in item 7 will be built to retain the <br />amount noted above. Its approximate size will be 0.58 acres <br />and 4.0 feet deep with 3:1 side slopes <br />7. The revised Mining Plan Map shows the approximate location of <br />the stormwater retention pond. <br />Rule 6.5 Geotechnica/ Stability Exhibit <br />8. I received this on 11/19/04 and will address Mr. Sorenson's <br />review in the order presented. <br />The three conditions proposed are acceptable. We understand <br />the reasoning behind each and agree to limit charge weight to 1000# <br />per 8 millisecond delay, having the stemming height a minimum of 15 <br />times the hole diameter and will keep records for each shot on the <br />supplied form. <br />To clarify the mining plan, the benches will only be developed <br />on the 40'x 40' configuration as stated. This will apply to the <br />perimeter of the mine and working face during mine development. I <br />any changes are made to this plan .will not be made until the <br />necessary permit revision will be submitted to the Division of <br />Minerals and Geology for review and approval. <br />We concur with Mr. Sorensons suggestion to do additional rock <br />analysis in the future. We are not sure how much time it will take <br />to expose enough rock face to do a proper analysis so propose <br />placing the analysis schedule on a physical condition. The floor <br />area shown on the Mining Plan Map covers 20 acres and initial <br />movement of the mine face creating the first 4 benches. However, <br />by the time this 20.0 acres is established the first 40 foot <br />bench/face will have been opened so the analysis can be done. We <br />propose limiting the disturbance to 20.0 acres and doing the <br />initial study when the first 40 foot cut is complete. This should <br />expose enough rock to determine the necessary geotechnical <br />conditions on the site. if needed at this time the mining and <br />reclamation plans can be revised to assure the faces will be stable <br />during mining and reclamation without causing any delays to mining. <br />
