<br />A channel, natural depression, slough, artificial channel, gulch, arroyo,
<br />stream, creek, pond, reservoir, or lake in which storm runoff and flood
<br />water flows either regularly or infrequently. This includes majc•r drain-
<br />ageways for carrying urban storm runoff.
<br />20.48 OPEN MINING
<br />The extraction of rock or natural mineral deposits by removing the over-
<br />burden (if required) lying above such deposits and mining directly from
<br />the deposits thereby exposed. The term open mining includes, I~ut is not
<br />limited to, such processes as open_ cut mining, open pit mining, strip
<br />mining, quarrying and dredging. For the purposes of this section rock
<br />is defined as any naturally occurring substance of predominant mineralogical
<br />composition including, but not limited to, conglomerate, sandston•~, shale,
<br />siltstone, claystone, coal, peat, granite, andesite, limestone, quartzite,
<br />building stone, or kaolin clay. For the purposes of this section a
<br />mineral is defined as any naturally occurring substance with a cf~aracteristic
<br />chemical composition and usually possessing a definite crystalline structure.

<br />20.50 1VATER RESERVOIR
<br />An area of land where water is retained or an area intended for vvater
<br />retention, such as a lake or pond, as further defined, having a clam or
<br />embankment in excess of ten feet in vertical height or having a surface
<br />area at highwater line in excess of twenty acres may be permitted by
<br />Special Review in all zoning districts. Smaller reservoirs not included in
<br />the above definition and livestock water tanks (as defined in 35-49-1D3
<br />CRS 1973) will be exempted from the Special Review Process if an Excava-
<br />tion and Grading Permit is obtained pursuant to the duly adopted County
<br />Building Code. (as established March 10, 1977)
<br />20.51 URANIUM
<br />The element uranium-238; the minerals uraninite and carnotite; anti /or any
<br />of the radioactive daughter isotopes of uranium-238 to include thorium-234,
<br />protactinium-234, uranium-234, thorium-230, radium-226, radon-22~,
<br />polonium-218, lead-214, bismuth-218, polonium-214, lead-210, bismuth-210,
<br />polonium-210 but to specifically exclude the stable elements lead-206.
