In these cases. the lower quantity applies for solids in powder form with particle size less <br />than 100 microns, or if the substance is in solution or in molten form. Otherwise, the 10.000 pound TPQ <br />applies. <br />EHS RQ. Releases of reportable quantities (RQ) of EHSs are subject to state and local reporting <br />under sectton 304 of SARA Title 111(EPCRA). EPA has promulgated a rule (61 FR 20.373, May 7, 1996) <br />that adjusted RQs fur EHSs without CERCLA RQs to levels equal to their TPQs. The EHS RQ column <br />lists these adjusted RQs for EHSs nut listed under CERCLA and the CERCLA RQs (ar chose EHSs that <br />are CERCLA hazardous substances Isee the next section for a discusstun of CERCLA RQs). <br />(2) CERCLA Hazardous Substances <br />Releases of CERCLA hazardous substances. in quantities equal to or greater than their reportable <br />yuantiry (RQ), are subject to rcpomng to the National Response Center under CERCLA. Such releases <br />are also subject to state anJ local reponm~ under section 304 of SARA Title Ill (EPCRAI. CERCLA <br />hazardous substances. and their reportable quantities. arc listed in 4U CFR Pan 302, Table 30'_.l. <br />RadionucliJes listed under CERCLA arc provided in a separate list, with RQs in Curies. <br />RQ. The CERCLA RQ column m the consolidated list shows the RQs (in pounds[ fur chemicals <br />that are CERCLA hazardous substances. ThresholJ yuanmics ITQs) were established for these <br />substances. The list anJ TQs identity facilities subject to accident prevention regulations. The list of <br />substances and TQs anJ the rcyuiremcnts fur risk management programs for accidental release <br />prevemion are found in 40 CFR Pan 6R. This consolidated list induJes both the common name for each <br />listed chemical under section I I'_(rl and the chemical name, d Jilferent Irom the common name, as <br />separate listings. <br />The CAA sectton 112(x) list includes several substances to solution that arc covered only in <br />concentrations above a specified Icvcl. These substances include: ;tmmonia (concentration 20% or <br />greater) (CAS number 761x3-41-7); hydrochloric acid (3790 or greater) (7647-01-0); hyJrogen <br />Iluoride/hyJrotluuric actJ (509n ur greaten [7664-39-3): and nitric acid (R09o ur greaten 17697-37-?). <br />1{ydrugcn chlondc (anhydnwd and ammonia Ianhydmusl arc listed, in addition to the solutions of these <br />substances, with different fQs. Only the anhydrous form of sullur dioxide 17446-09-51 is covered. <br />
