t <br /> EXIT D <br /> 1IINIlVG PLAv <br />i SOARL'YG EAGLE GRAVEL PIT <br />' The proposed gravel pit is located on the south side of the Colorado River approximately four <br />miles east of Fruits in Mesa County. See Exhibit B. The site is located between the bluff and the <br />River. The area to be mined is located within the 100 year flood plain. The topography of the area <br />' to be mined is flat. sloping at less thatt one percent from northeast to southwest. An undisntrbed <br />riparian vegetated buffer strip varyine from 100 to 200 feet will be left alone the River. See <br />Exhibit C-1. Approximately 10.2 acres of wetlands presently exist on the site as determined by <br />vegetation, soils type and hydrology. The wetlands are largely located along the base of the bluff. <br />A poruon of these wetlands are likely the result of shallow ground water related to irrigation and <br />there for nonjurisdictional. Irrtgation will be shut off and the ground water will be monitored <br />dttring spring runoff to determine the exact extent of the wetlands. Approximately four aces of <br />wetlands will be left alone the base of the bluff. The remainder of anv jurisdictional wetlands will <br />be removed and replaced during the minine operation on a 1 to 1.5 basis as required by the US <br />' Armv Corps of Engineers Permit. <br />The torsi affected azea contains 112 acres. which includes ~.5 acres for the 6300 toot long haul <br />' road to State Fiighwav 340. See Exhibit C. The pit will he mined in phases ranging in size from 3 <br />to 20 acres. The last phase to be mined will be Phase IX. which will be used for a processine and <br />' stockpile site. Two phases will be mined concurrenth to facilitate the removal and replacement of <br />the wctlands. After the wetlands have been replaced, only one phase will be mined at a time. <br />' Minting will start on the south side of Phase I and proceed to the north. Phase II and a ponion of <br />Phase III will be mined concurrently. Also Phase N and the remazmng poRton of Phase III will be <br />mined concurrently completing the wetlands replacement. The maximum area of disturbance at <br />' any one time will be 32.2 acres. Thts disturbance excludes the haul road. <br />Mining will be done using front end loaders, hvdraulic excavators, dozers and trucks. The mining <br />' operation consists of 11 stripping, 2) dewatering and 3) mining the sand and gravel deposit. <br />1). The topsoil and overburden which overlays [he sand and gravel deposit will be stripped using <br />' dozers, loaders and trucks. The material will be stockpiled in the processing site or in [be area <br />being mined for use in slope flattenine and building benches for the wetlands replacement. <br />The top 4 to 6 ittches of topsoil will be stockpiled sepazately front the overburden for later use <br />' in the reclamation of the area. The top one foot of wetlands topsoil will be removed and place <br />directly on a previsouly prepared bench. <br />' 2). The area stripped is next trenched using a hydraulic excavator. A pump is placed in the trench <br />to dewater the excavated area. The ground water will be pumped to settling pond and then <br />discharged to the Colorado River. <br />' 3). The sand and gravel deposit will be mined using a front loader. The material will either be <br />feed directly into a crusher or loaded into trucks and stockpiled.
