Ms. Katie Fende/ November ll, 2005
Leonard Rice Engineers Page q
o Obtain topsoil onsite or from a source that is free of noxious weed seed
o Prepare and implement a noxious weed management during and after
_ .. mining..... _ _ . _ ... - - ... ~ __ _.
Require that sufficient water be available for tree and shrub watering. ERO
estimates that water necessary in the first 2 to 3 years is 30 gallons for trees
and 15 gallons for shrubs every 1 to 2 weeks (about 630 gallons per tree would
be required during the growing season).
• Require that vegetation establishment on the site be monitored for a minimum
of five years for each phase (e.g., the benches currently proposed) of the
project, mining cease if success criteria are not met at the end of the 5-year
monitoring period, and that subsequent phases not proceed until success
criteria are met. Success criteria in year 5 should include:
o Minimum 90% or trees and shrubs planted must be alive and healthy.
o Vegetation cover percent (as measured in representative areas by
statistically repeatable methods) must be equal to or greater than to
existing cover.
o Tree and shrub cover of (as measured in representative areas by
statistically repeatable methods) must be equal to or greater than
existing tree and shrub cover.
o Require that the cliff and bench topography proposed be modified or
changed to provide better wildlife habitat.
The reclamation bond should contain at least $786,608 to cover the cost of
revegetation. This bond was calculated based on average bids included in
2000 cost data from the Colorado Department ofTransportation (CDOT 2001)
(Please note that since 2000, these costs likely have increased), and where
indicated, information from a local contractor (Dean 2005) and from other
ERO projects:
Topsoil placement: $7.47/CY x 40 ac. x 4 in. _ $159,081
Seeding: $836.47/ac. x 40 ac. _ $33,459
Nate: a CDOT 2000 bid for a project in Black Hawk was
$1,600/acre. To apply this cost to the MMRR quarry would raise
the seeding cost to $64,000
Organic amendments (assumed BioSol'"'): $3,075/ac 8 40 ac. (ERO project) _ $123,000
Straw mulch: $356/ac. x 40 ac. _ $14,240
Tree and shrub plantings: (800 trees and shrubs= $47,200
Watering (landscaping): (800 trees and shrubs) (Dean 2005) _ $17,200
Weed control: $387.20/ ac. x 40 ac./year = $15,488
Total: $786,608
Consultants in Natural Resources and the Environment
