Our response is following each of your items: <br />1) As part of the general site description it is noted in the water resources portion that any water <br />will be discharged into borrow ditches after sedimentation removal and then discharged into <br />the Colorado River. Although mentioned in later text, please clarify in this section that there <br />will be an on site sedimentation pond and the City has applied for a Stormwater permit through <br />the Colorado Department of Health. <br />a. The City of Rifle has recently applied for a permit. The information has also been <br />added to the application. <br />2) Under Rule 3, an operator is required to institute some form of erosion control for topsoil <br />stockpiles. Please clarify what measures the City will take to protect the topsoil from wind and <br />precipitation erosion. Usually staff suggests using the approved seed mix. This allows the <br />operator to see what is or is not viable and allows a seed bank to be established with approved <br />species. <br />a. The City will use the approved seed mix. <br />3) It is noted on the Mining Map that ongoing concurrent revegetation will occur on topsoil and <br />overburden piles. However, within the Reclamation Plan, Exhibit D, no concurrent reclamation <br />is noted. Please clarify when reclamation efforts will be initiated. <br />a. The City will revegetate the topsoil and overburden piles concurrently with mining. <br />4) Please clarify whether mulch and / or fertilizers will be needed during reclamation and 'rf so in <br />what quantities. <br />a. Straw mulch will be used but no fertilizer is anticipated to be needed. <br />5) The proposed seed mix is very versatile but contains only grasses. It is noted on the <br />Reclamation Map that asagebrush /grass mix will be used. Staff has noted in recent years <br />that shrubs tend to fair best at first as grasses fill in. Please revisit the proposed seed mix and <br />add in two shrubs such as four winged saltbrush, sagebrush and/ or rabbit brush. <br />a.
