1 <br /> ' 4. Operation Phasing and Site Disturbance: The overall mining operation has <br /> been divided into 16 phases. The mining plan shown on Drawing No. 3 shows <br /> 1 the site divided into 15 areas. The number attached to each area corre- <br /> sponds approximately to the phase number, that is, the order in which each <br /> area will be mined. <br /> ' As noted above, it appears highly probable that the duration of the <br /> operation will average approximately one year per phase. A detailed <br /> 1 description of the mining operation for each phase is as follows: <br /> ' Phase is At the commencement of the operation, overburden is stripped <br /> from Area 1 and used to construct a 4 foot high berm and 6 foot fence <br /> ' along the west property boundary adjacent to Area 1 . This will help <br /> shield that part of the mining operation from adjacent residences. In <br /> ' addition, 4 foot high berms topped by 6 foot fences will be constructed <br /> ' at two other locations, along Fourth Street at the south edge of the <br /> property and on the east edge along North 35th Avenue. The remainder of <br /> ' the overburden is used as backfill for both Areas 1 and 2. After over- <br /> burden removal , the gravel in Area 1 will be removed to the water table. <br /> ' At this point, de-watering operations will begin and the deeper gravel <br /> ' will be mined until bedrock is encountered. Following mining, overburden <br /> is placed into the excavation until the final reclamation grade is estab- <br /> lished. The remainder of the overburden is stockpiled. The stockpile(s) <br /> in area 16 will be reshaped and seeded. <br /> ' Phase II : Mining of Area 2 shall proceed in two steps. First, remove the <br /> toverburden from a portion of Area 2 and stockpile it in an adjacent portion <br /> of that same area. Mine the gravel to bedrock, de-watering the area as <br /> ' required, and replace the stockpiled overburden in the excavation. Second, <br /> remove the overburden from the remaining portion of Area 2 and place this <br /> 1 <br /> ' -15- <br />
