the development of wetland vegetation and does not depict how the applicant will achieve the
stated goals. The shoreline gading plans will also need to be revised to reflect the development
of shallow slope areas for creation of coves and wetland shelf azeas. Please provide a revised
reclamation plan map and representative cross-sectional diagram(s) to show how these features
will be created and where they will occur. Also, the Colorado Division of Wildlife has suggested
creating 30 feet of meandering shoreline for every 100 linear feet of shoreline. Please indicate if
the CDOW recommendation will be incorporated into the reclamation plan for the North Bank
Pit. Please respond.
6.4.6 EXHBIT F -Reclamation Plan Map
11. The Reclamation Plan Map specifies the creation of 1.7 acres of riparian habitat in Cell A
and 3.3 acres of riparian habitat in Cell B. The Reclamation Plan also specifies creation of
wetland shelf azeas. Please revise the Reclamation Plan Map - Exhibit F to show the areas}
where these habitat types will occur and also identify their representative acreages. Please
respond.
6.4.7 EXHIBIT G -Water Information
12. Attached are revised review comments from the State Engineer's Office (SEO) regarding
water permitting requirements at the North Bank Pit site. Please commit to limiting the depth of
excavation at the North Bank Pit to no more than two (2) feet above the groundwater surface,
until such time that the applicantloperator can demonstrate written approval ofthe required
authorizations required by the SEO. Please respond.
13. By virtue of the applicant's described de-watering activities (dewatering rate of 250 to 750
gpm over 47 acres for a period of up to a yeaz), it is the Division's position that there will be a
direct affect on surface and/or groundwater systems within the affected land and possibly within
the surrounding azea.
14. In conformance with Rule 6.4,7(2)(b), the applicant has specified that the depth to
groundwater in the area proposed for excavation ranges from 3 to 9 feet below ground surface
and fluctuates throughout the year due in part to local irrigation practices. The Division requests
that the applicant specify the typical seasonal variation expected throughout the year, the
hydraulic gradient, and predominant direction of groundwater movement in the area(s) proposed
for excavation. Please provide.
15. In conformance with Rule 3.1.6(1), the applicant has specified a maximum drawdown of-
up to 31 feet*, down to the shale contact, and extending out laterally 200 to 300 feet. Please
explain the basis for the predicted cone of depression extending laterally an estimated 200 to 300
feet. In addition, please show on one (1) of the mining plan maps and describe the location of
any groundwater wells, springs, irrigation channels, sub-irrigated meadows, wetlands, riparian or
woody vegetation, or other water dependent features within the predicted horizontal extent of
