If this assumption is incorrect, please specify how highwall reduction will be performed. If
this assumption is correct, the Division highly recommends that CDOT adequately mark the
permit boundary and the buffer zone boundary with separate distinctive markers to prevent
equipment operators from straying beyond the approved extraction area.
2. If hazardous materials are to be stored on site, please indicate how the materials will be
stored and adequately contained in the event of a spill. Materials to be considered include:
fuel, oil, hydraulic fluid, antifreeze, asphalt, batteries, etc. Also, include the hazardous
materials storage area location on the mine plan map.
The permit indicates that an asphalt batch plant will be used on site. Please indicate how
the reject "uncured" asphalt will be handled to prevent contamination of water resources.
Exhibit E
The map currently labelled Exhibit E and F should actually be labelled Exhibit C. The map
should then be revised to indicate the direction of mining, the proposed location for the 30
foot buffer zone, the proposed location of the hazardous materials containment area and the
proposed location of the topsoil stockpiles. When revised, the map will need to be signed
by the professional surveyor as required by Rule 6.2.1. The map should also be stamped
with the surveyors seal.
2. A second map should be submitted for Exhibit F that indicates the proposed cost-mining
contours. This map must be signed and sealed as indicated above.
3. Please indicate CDOT's proposed time of seeding of regraded areas.
4. Please commit to seeding of topsoil stockpiles that will be in place for one season or more.
The seed for this application must be a perennial seed, but is not required to be as diverse
as the post mining seed mix. If CDOT proposes to use a different seed for the topsoil
stockpiles, the seed or seed mix must be indicated in the permit.
5. Please indicate if the culverts in the access road will be removed at reclamation. It not,
please indicate there function relative to the post-mine land use.
6. The Natural Resource Conservation Service recommended fencing of the revegetated areas
for the first two years of establishment to prevent damage to the reclaimed areas by
overgrazing from deer and elk. Please indicate if CDOT will follow this recommendation. If
not, please indicate how CDOT wi{I deal with that potential problem.
If you have questions or need additional information, please contact me at our Durango Field Office,
1474 Main Avenue, Room 207, Durango, Colorado 81301 ,phone no. (970) 247-5062.
Sincerely,
~~'
Steve S. Shuey v
Environmental Protection Specialist
