SUBSIDENCE HANDBOOK <br />• <br />STEVEN'S GUL,CEi ROAD <br />Introduction <br />Steven's Gulch Imad was originally built as a U.S. Forest Service access <br />road. This road approximately parallels Steven's Gulch in a north/south <br />direction. CWI paved Steven's cl,lch I3~ad to the Orchard Valley Mine <br />entrance. 'ibis portion of the road was deeded to Delta County and is cur- <br />rently maintained by CWI. It services both coal transportation and employee <br />transportation needs. <br />The upper portion of the Steven's Qilch Read remains a U.S. Forest Service <br />access road. The road has been gravel surfaced and is maintained by the <br />Forest Service. 'Ihe traffic is light with ~mst people accessing recreation- <br />al areas north of the Orchard Valley Mine. <br />Worst-Case Damage <br />• A subsidence crack could develop in Steven's Gulch Ii~ad causing a hazard to <br />traffic utilizing the road. <br />Pre-Damage Monitorirxj <br />Six months prior to undermining of Steven's Gulch Ibad, hazard signs will be <br />constructed to warn motorists. See attached drawing. Daily inspections of <br />the road above undermined areas will be completed. ?hose inspections will <br />be noted on the attached form. <br />CWI management will be notified if a crack is noted. The crack will be <br />further evaluated and the U. S. Eb rest Service and Delta O~unty will be con- <br />tacted. Traffic barricades will be placed on the road, mting the hazard. <br />Pos~Damage Monitoring <br />• After repairs to the road, inspections ~.ould take place twice daily until <br />determined to be stable and repaired, and then monitoring will be the same <br />as Pre-Damage Monitoring. <br />
