The tort "point source" means any di=_cernible, confined, and discrete <br />conve}•ance, including but not limited to any pipe, channel, ditch, <br />tunnel, conduit, well, discrete fissure, or container from which <br />pollutants are or may Se discharged into waters of the State. ' <br />2. The term "mine drainage" means an; water drained, pumped or siphoned <br />from a coal mine. <br />3. The term "active mining area" means a place where work or other <br />activity related to the extraction, removal, or recovery of coal is <br />being conducted. <br />4. The term "coal mine" means an active mining area, including all land <br />and property placed upon, under or above the surface of such land, used <br />in or resulting from the work o,` extracting coal fror, its natural <br />deposits b}' any meals or method, including secondary recover}• ci coa'_ <br />from refuse or other storage piles derived from the mining, clesni:~g, <br />or preparation of coal. <br />i. The tet~ "coal preparation plant" means a facility where coal is <br />crushed, screened, sized, cleaned, dried, or otherwise prepared ant <br />loaded for transit [o a consuming facilit}~. <br />6. The term "coal preparation plant associated areas" means the coal <br />preparation plant yards, immediate access roads, slurry ponds, drainage <br />ponds, coal refuse piles, and coal storage piles and facilities. <br />7. The term "reclamation area" means the surface area of a coal mine whicl: <br />has been returned to recuired contour and on which revegetation work <br />has commenced. <br />8. The term "post-mining area" means (a) a reclamation area, or (b) the <br />underground workings of ar. underground coal mine after the extraction, <br />removal, or recovery of coal from its natural d<^oosit has ceased and <br />prior to bond release. <br />9. The term "deactivated point" means any location previousl}• specified as <br /> a permitted discharge point, where active mining, minins-related <br /> activities and post-mining activities have ceased and [he facili ty has <br /> been released from performance bond.
