Permit Violations <br />Failure to comply with any terms and/or conditions of this permit shall <br />be a violation of this permit. <br />11. Property Richts <br />The issuance of this permit does not convey any property rights in either <br />real or personal property, or any exclusive privileges, nor does it authorize <br />any injury to private property or any invasion of personal rights, nor any <br />infringe^ent of Federal, State or local laws or regulations. <br />12. Severability <br />~-- ~~---^-^-The-provisiohs-of-this-permit-are`severable',~-and-if any provisions of this <br />permit, or the application of any provision of this permit to any circumstance, <br />is held invalid, the application of such provision to other circumstances, <br />and the remainder of this permit shall not be affected [hereby. <br />13. A[ the request cf a permittee, the Division may modify or terminate a permit <br />• _ and issue a new permit if the following conditions are met: <br />--•(A)- the Regionai-ddmini5 trato r ha s~been notified of the proposed modifi- <br />cation or termination, and does no[ object in writing within Chirty <br />(30) days of receipt of notification; and <br />(B) The Division finds Chat the permittee has shown reasonable grounds <br />consistent with the Federal and State statutes, and regulations for <br />such modification or termination; and <br />(C) P,equirements of public notice have been met. <br />The filing of a request by the permittee for a permit modification, revokaticn <br />and reissuance, or termination, or a notification of planned changes or <br />anticipated noncompliance, does not stay any permit condition. <br />14. IL shall not be a defense for a permittee in an enforcement action that it would <br />be necessary to halt or reduce the permitted activity in order to maintain <br />compliance with the conditions of this pe rnit. <br />lj. Signatory P,equirement <br />All applications, reports, or information submitted to the Division shall be <br />stoned and certified in accordance with EPA's Consolidated Permit Pegulations, <br />40 C.F.R.
