discharge monitoring report corns (EP r. Form 3320-1), postmarked no
later than the 2dti~ day o; the month following the completed Guarter.
For example, for the 1st Guarter (January, February and starch) the
report would be railed en or before April 28. If no discharge occurs
during the reporting period, "tJO Discharge" shall be reported.
Dupliczte ;toned copies of these, and all other reports required
herein, shall be submitted to the Regional Administrator and the

a. A "composite" sample, for monitoring requirements, is defined as a
minimum cf four (4) grab samples collected at equally spaced t~:o (2)
hour intervals and proportioned according to flow.
b.. A "grab" sample, for monitoring requirements, is defined as a single
"dip and take" sample collected at a representative point in the
discharge stream.
c. An "instantaneous." measurement, for monitoring requirements, is defined
as a single reading, observation, or measurement using existing monitor-
ing facilities.
Test Procedures
Test procedures for the analysis of pollutants shall conform to regulations
published pursuant to Section 304 (h) of the Act, and Colorado State Effluent
Limitations (10.1.4), under which such procedures may be required.
5. Recording of Results
For each r,easurement or szmple .taken pursuant to the requi rer..ents of t::is
permit, the per-ii[[ee shall record the following information:
a. The enact place, date, and time of sampling;
