Please provide the seed mix, <br />list of trees and shrubs, and rates of planting of the trees and shrubs. The operator must <br />commit to a success rate for estab]ishment of the trees and shrubs. <br />f. On page 7 under Gradin the applicant states that grading will be completed in phases <br />after mining is completed. Please provide a description of the maximum aznount of azea <br />lefr not backfilled, graded or lined at any one time. <br />3. Reclamation Plan <br />a. The future land use is stated as Developed Water Resources. Please state the end land use <br />for the areas on the west and south sides, which are to be backfilled and left above the <br />storage water level. <br />b. On page 6, in reference to the liner construction, it is stated, "During initial stages of the <br />liner construction, several in-place tests will be done to determine if the compaction <br />method is sufficient to meet the 95% standard proctor design. Thereafter, Connell will be <br />conducting regular on-going compaction testing." Please specify the type and frequency <br />of this testing and a commitment to reporting the testing results to the Division. <br />c. The applicant has committed to grading all slopes left by the mining operation to 3H:1 V <br />or less steep from five feet above and ten feet below the water elevation. (We assume <br />this means "...from five feet above to ten feet below...." Is this correct?) The applicant is <br />cautioned that these slope commitments also apply to the islands left within the reservoir <br />azea. <br />d. Please commit to a minimum depth of topsoil on the reclaimed slopes and all other <br />disturbed areas. Will the processing and materials stockpile areas be stripped? It is the <br />Division's position that these areas should have the topsoil removed, saved and then <br />replaced as part of the reclamation. Please commit to this or state how the topsoil <br />resource will be protected. <br />To protect the slopes from erosion once the side slopes are regraded, please commit to <br />topsoiling all finished slopes. How will the operator minimize erosion from the time the <br />slopes are established [o the time the reservoir is filled? Please commit to vegetating the <br />slopes as soon as possible once the soil is placed. <br />e. On page 8, the applicant states that the Fort Collins Conservation Service (SCS) was <br />contacted for recommended seeding mixtures, but makes no commitment to use these <br />mixtures. Also, the dryland mixture given on page 8 is not the same as the mixture <br />provided by the SCS in Exhibit E-2. The Division would prefer the mix given by the <br />SCS. <br />The wording in the third paragraph on page 8 must be modified to indicate what the <br />operator will actually do, not what should be done in an ideal situation.
